Prof. Dr. Fujii-e's History

Prof. Dr. Fujii-e, born in 1935, graduated from the Department of Physics, the University of Tokyo in 1958, and finished the Doctor Course at the Graduated School, then was awarded Ph. D in 1963. From 1968, he worked as an Associate Professor of the Department of Nuclear Engineering, Faculty of Engineering of Osaka University, and rendered distinguished service in the study on nuclear reactor systems and safety of advanced nuclear systems covering fast reactors and advanced thermal reactors. He worked as a Professor of Institute of Plasma Physics, Nagoya University from 1980 and contributed to developing the general and comprehensive methodology for safety Assessment of the future fusion energy systems. In 1986, he became a Professor at the Research Laboratory for Nuclear Reactor, Tokyo Institute of Technology(TIT), and was promoted to be the head of the Laboratory in 1989.

Prof. Dr. Fujii-e was a member of Committee on Examination of Reactor Safety from 1978 and was in charge of safety review of Japanese prototype FR, Monju and had accomplished the first licensing procedure for FR in Japan. He had joined "RSK Special meeting on HCDA of LMFBR" to support the validity of safety licensing for SNR-300 of German Prototype FR. At that time being, he was also the chairman of Committee on Examination of Reactor Safety for the first Advanced BWR(ABWR) and had accomplished the licensing procedure as well.

In TIT, he started the study group for the comparison study between LWR and FR safety with various members of academia, designers and utilities. In 1990, a symposium on Core Disruptive Accident of Fast Reactors was held in TIT, where the CDA issues and problems to be resolved are discussed together with specialists and utilities. After that the study group for the future FR core was organized in TIT and also in Japan Atomic Industry Forum. As a result, he proposed that the re-criticality issues have to be eliminated in FR by introducing the countermeasure which would be verified through in-pile demonstration tests. Indeed, he had taken the leadership to embody the countermeasure and ways to be validated by performing several international workshops, where the world wide specialists were participated.

Eventually the joint experimental study program between NNC in the Republic of Kazakhstan and Japan had launched in 1998 and now well progressed.

During that time period, he was also the chairman of the committee on the safety standards, criteria and guideline for the Japanese Demonstration FBR, where he had strongly influenced on the safety design and safety evaluation principles.

In 1992, he proposed the innovative nuclear system for a sustainable development perspective - Self consistent Nuclear Energy System(SCNES), which satisfy simultaneously four specific objectives; energy production, fuel generation, environmental protection and safety assurance. The SCNES is the ultimate goal of full utilization of nuclear resources and zero-release of radioactive wastes by recycling fuel and radioactive materials, where the FR cycle system would play crucial role. The scientific feasibility of SCNES has been investigated by utilizing asset of nuclear fission reaction. That is due to about three neutrons and 200MeV energy level. He made the collaboration with Russian Academia, e.g. Obninsk State University of Nuclear Power Engineering , Moscow Engineering Physics Institute also with the United States.

Eventually these efforts have lead to the design concept and R&D requirements for Generation-IV , INPRO and the Feasibility Study on commercialized FR Cycle systems in Japan.

In 1995, he took up the member of the Atomic Energy Commission, Japan(AEC), and promoted the Vice-chairperson in 1998. In 2001, he was inaugurated the Chairperson of AEC. The Long-term Program for Research, Development and Utilization of Nuclear Energy was decided in 2000 under the direction of Prof. Dr. Fujii-e, where the total vision and long-term perspectives for nuclear science and technology had been emphasized. Further the importance of the nuclear fuel cycle is stressed including R&D for the Fast Reactor and the related nuclear cycle system.
